Pat O'Brien received a B.S. in political science from the U.S. Naval Academy, a graduate diploma in international economics and Russian/Eurasian studies from the Johns Hopkins School of Advanced International Studies, and a Master of Advanced International Studies from the Diplomatic Academy of Vienna. He is a public affairs officer in the U.S. Navy Reserve. He has worked for Peace Corps Albania, the National Oceanic and Atmospheric Administration, and the U.S. State Department. As a PhD student in the Government and Politics Department, his research focuses on international law, maritime boundary disputes, and state recognition.
